<p><strong>Job Summary:</strong>&nbsp;</p>

<p>We are&nbsp;seeking&nbsp;a highly motivated and effective&nbsp;<strong>Document Management Specialist&nbsp;</strong>to support the Armed Services Blood Program (ASBP) Business Management Support Services contract.&nbsp;The Document Management Specialist will execute and oversee day-to-day records and information management for ASBP, ensuring all official records are properly created,&nbsp;maintained, stored, transferred, and dispositioned&nbsp;in accordance with&nbsp;DHA and NARA requirements. This role will manage electronic and hard-copy filing systems, prepare and&nbsp;submit&nbsp;file plans, support record freezes and audits, coordinate records transfers, and&nbsp;provide&nbsp;compliance guidance to staff to ensure ASBP maintains audit-ready, defensible, and well-governed records throughout the contract lifecycle.&nbsp;</p>

<p><strong>Responsibilities and Duties:</strong>&nbsp;</p>

<ul>

<li>Maintain official electronic and hard-copy records in DHA systems, including the Electronic File System (EFS) and Records Management Storage Tracking (RMST) system.&nbsp;</li>

</ul>

<ul>

<li>Prepare and&nbsp;submit&nbsp;annual file plans to the Component Records Management Officer (CRMO) for approval.&nbsp;</li>

</ul>

<ul>

<li>Ensure&nbsp;official file stations and records are properly labeled, organized, and&nbsp;maintained.&nbsp;</li>

</ul>

<ul>

<li>Box, inventory, and transfer inactive records to Federal Records Centers (FRC)&nbsp;in accordance with&nbsp;approved schedules.&nbsp;</li>

</ul>

<ul>

<li>Support record freezes, record searches, and official responses to records management inquiries.&nbsp;</li>

</ul>

<ul>

<li>Ensure all digitization activities&nbsp;comply with&nbsp;NARA standards and DHA guidance.&nbsp;</li>

</ul>

<ul>

<li>Participate in annual records management reviews and implement corrective actions as&nbsp;required.&nbsp;</li>

</ul>

<ul>

<li>Track and report any unauthorized destruction, damage, or removal of records&nbsp;in accordance with&nbsp;DHA procedures.&nbsp;</li>

</ul>

<ul>

<li>Provide guidance to ASBP staff on records management policies, procedures, and best practices.&nbsp;</li>

</ul>

<ul>

<li>Maintain documentation and audit trails supporting&nbsp;records&nbsp;compliance and lifecycle management.&nbsp;</li>

</ul>

<ul>

<li>Support transition activities by ensuring orderly transfer and documentation of records and files.&nbsp;</li>

</ul>

<p><strong>Qualifications and Skills:</strong>&nbsp;</p>

<ul>

<li>Minimum education: Bachelor’s&nbsp;degree&nbsp;in&nbsp;in records management, information management, library science, or administration.&nbsp;&nbsp;</li>

</ul>

<ul>

<li>Minimum of three (3) years of experience in records, document management, or information governance.&nbsp;</li>

</ul>

<ul>

<li>Familiarity with Federal records management or NARA requirements is strongly preferred.&nbsp;</li>

</ul>

<ul>

<li>Experience working with electronic records systems and structured filing environments.&nbsp;</li>

</ul>

<ul>

<li>Strong attention to detail, organization, and compliance-oriented mindset.&nbsp;</li>

</ul>

<ul>

<li>Ability to manage sensitive information and work in a regulated Federal environment.<strong>&nbsp;</strong>&nbsp;</li>

</ul>
