Design, Monitoring, and Evaluation Specialist, DOS

<p>Dexis is seeking a&nbsp;Design, Monitoring, and Evaluation (DME) Specialist&nbsp;to&nbsp;support&nbsp;anticipated&nbsp;programming with the Department of State’s&nbsp;(DOS)&nbsp;Bureau&nbsp;of International Narcotics and Law Enforcement Affairs (INL). This opportunity will&nbsp;support End-Use Monitoring (EUM) in Haiti&nbsp;to accomplish&nbsp;INL’s mission of&nbsp;strengthening law enforcement, public security, and criminal justice institutions.&nbsp;Candidates must have&nbsp;an&nbsp;active&nbsp;Secret Clearance.  &nbsp;&nbsp;</p>

<p>This position is contingent upon&nbsp;contract&nbsp;award.&nbsp;</p>

<h1><strong>Responsibilities</strong></h1>

<ul>

<li>Design and implement activities including tool development, data collection methodologies, and field supervision.&nbsp;&nbsp;</li>

<li>Develop and deploy data collection instruments and oversee field data collection to ensure accuracy, consistency, and completeness.&nbsp;&nbsp;</li>

<li>Conduct audits of existing EUM protocols,&nbsp;identifying&nbsp;process weaknesses, gaps, and inefficiencies.&nbsp;&nbsp;</li>

<li>Assess internal controls and procedures, including property accountability processes, and recommend improvements.&nbsp;&nbsp;</li>

<li>Perform data cleaning, validation, and quality assurance to ensure data integrity and reliability.</li>

<li>Analyze large and complex datasets to assess program performance, outcomes, and risks.&nbsp;&nbsp;</li>

<li>Produce clear, concise analytical reports aligned with funder requirements, including performance against indicators and targets.&nbsp;&nbsp;</li>

<li>Develop data visualizations and presentations that translate complex findings into actionable insights.&nbsp;</li>

<li>Support process mapping and workflow analysis to improve operational efficiency and program effectiveness.&nbsp;</li>

<li>Ensure all data and reporting outputs meet contractual, compliance, and quality standards.&nbsp;</li>

<li>Coordinate with program staff and stakeholders to support data-driven decision-making.&nbsp;&nbsp;</li>

<li>Maintain organized documentation of data, methodologies, and analytical outputs for reporting and audit readiness.</li>

<h1><strong>Qualifications&nbsp;</strong></h1>

<ul>

<li>Minimum three (3) years of experience in process mapping, auditing, data analysis and/or monitoring and evaluation.</li>

<li>Bachelor’s degree.&nbsp;</li>

<li>Based in Port-au-Prince, Haiti.&nbsp;</li>

<li>U.S. Citizen.&nbsp;</li>

<li>Secret Clearance.&nbsp;</li>

<li>Experience in assessing risks, reviewing internal controls and procedures,&nbsp;identifying&nbsp;process weaknesses and inefficiencies, with preference for&nbsp;experience&nbsp;auditing property accountability.&nbsp;</li>

<li>Data analysis / administration background.&nbsp;</li>

<li>Fluency in English,&nbsp;proficiency&nbsp;in French and/or French Creole preferred.&nbsp;</li>

<li>Proficient computer skills including Microsoft Word, Excel, and Outlook.&nbsp;</li>

<li>Proven ability to produce clear, concise, written reports and presentations in English.&nbsp;</li>

<li>Able to drive armored vehicles.&nbsp;</li>

<li>Excellent interpersonal skills.</li></ul>
