POSITION OVERVIEW Senior Technical Program Manager (ST PM) - Full-Time Role Location: National Capital Region (NCR) - On-Site Required ABOUT THIS ROLE We are seeking an experienced Senior Technical Program Manager to provide oversight for all technical activities, specifically IT, Cybersecurity, and Data Operations Enterprise Services. You will bridge the gap between the overall Program Manager and technical leads (CCM, CAIL) to ensure all technical delivery is secure, efficient, and utilizes modern development methodologies. This leadership role focuses on technical management of complex IT projects exceeding $150M while ensuring continuous improvement and alignment with government directives. KEY RESPONSIBILITIES Provide program management oversight for all technical activities Bridge communication between Program Manager and technical leads Oversee provision of robust IT, cybersecurity, and data operations services Ensure coordination between operations and IT for proper functioning Oversee design, implementation, and optimization of AWS GovCloud solutions Ensure provision of high-availability, scalable system architecture Manage adoption and utilization of Agile development methodologies Manage technical aspects of contract, including T&M Labor CLINs Serve as technical liaison between Program Manager, staff, and Government TPOC Oversee implementation of continuous improvement programs Ensure flexibility to respond to new feature requirements Provide technology solutions delivering engaging content and services Manage quality assurance and compliance activities Support 24/7 operational requirements REQUIRED SKILLS Expert-level planning, directing, and managing complex IT projects over $150M Advanced knowledge of DoD CC SRG and DoD RMF compliance Expert understanding of Agile, ITIL, CMMI, and PMBOK methodologies Deep knowledge of cloud operations and cybersecurity in DoD environments Expert communication and stakeholder management capabilities Strategic technical leadership and program management experience Excellent written and verbal communication skills Experience managing large-scale complex technical initiatives EDUCATION & EXPERIENCE Bachelor's degree in Computer Science, IT, or Information Systems 8+ years of experience planning, directing, and managing complex IT projects 8+ years of experience leading projects involving DoD CC SRG compliance 8+ years of experience with change management and quality assurance methodologies Deep understanding of cloud operations and cybersecurity compliance Extensive experience managing large technical programs and teams REQUIRED CERTIFICATIONS One of the following: GSLC, CCISO, CISSP, CISM, CISA, CCSP, CISSP-ISSEP, or CISSP-ISSMP PREFERRED CERTIFICATIONS PMI Project Management Professional (PMP) DAWIA Level III Program Management CLEARANCE & LOCATION Clearance: Active Top Secret Clearance / Favorably Adjudicated Tier 5 Investigation (Required) Work Location: On-Site (National Capital Region - Required) Travel: Up to 25% travel required Employment: Full-Time Benefits: Medical, Dental, Vision, Life Insurance, 401(k), Unlimited Vacation, Remote/Hybrid after initial period U.S. Citizenship Required
