Smith in Honolulu. This high-impact leadership role oversees multidisciplinary teams, technical execution, and strategic initiatives supporting a vital government mission in a fast-paced defense environment.</p><p><strong>Essential Job Duties</strong></p><ul><li>Develop and implement engineering policies, procedures, and quality assurance measures to ensure alignment with organizational goals and government/military standards.</li><li>Establish long-term strategic plans for the engineering branch and ensure alignment with enterprise-wide objectives.</li><li>Serve as the primary liaison between government/military USPACOM HQ customers and contractor engineering staff, ensuring seamless communication and alignment of technical objectives.</li><li>Act as the senior representative for the engineering branch in cross-organizational and customer-facing engagements.</li><li>Oversee the planning, communication, and execution of engineering tasks in accordance with government/military customer direction and timelines.</li><li>Lead and manage a team of engineers and technical staff across multiple disciplines and time zones, providing clear direction, supervision, and support to achieve project and organizational objectives.</li><li>Foster a culture of collaboration, innovation, and professional growth within the engineering branch.</li><li>Ensure compliance with applicable regulations, standards, and best practices, including government policies, cybersecurity requirements, and industry benchmarks.</li><li>Conduct periodic audits and reviews to validate adherence to policies and procedures.</li><li>Provide technical guidance and mentorship to engineering staff, ensuring the development of technical expertise and leadership within the team.</li><li>Facilitate training initiatives and professional development opportunities for engineering personnel.</li><li>Support proposal development by providing technical input, cost estimates, and resource allocation plans.</li><li>Collaborate with program management on budgeting, resource planning, and staffing requirements for engineering projects.</li><li>Monitor project performance, risk, and schedule to ensure timely and cost-effective delivery of engineering solutions.</li><li>Develop risk mitigation strategies and contingency plans for critical engineering challenges.</li><li>Represent the engineering branch in reviews, audits, and briefings, ensuring accurate and effective communication of technical achievements and challenges.</li><li>Provide authoritative input during program reviews, customer briefings, and strategic planning sessions.</li><li>Evaluate engineering processes, workflows, and tools to identify areas for improvement and increased efficiency.</li><li>Drive innovation and adoption of emerging technologies to enhance enterprise IT capabilities.</li><li>Regularly interface with government/military customers to assess needs, expectations, and satisfaction with engineering services.</li><li>Ensure engineering solutions are tailored to customer requirements and mission objectives.</li><li>Compile and deliver comprehensive branch-level reports summarizing accomplishments, challenges, and resource needs to senior leadership.</li><li>Ensure proper custody, accountability, and reporting of government-owned equipment and assets within the branch.</li></ul>

<p><strong>Minimum Requirements</strong></p><ul><li>An Active in-scope TOP SECRET clearance with SCI eligibility.</li><li>Must qualify as DCWF 651 Enterprise Architect โ€“ Intermediate:<ul><li>Bachelors in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering.</li><li>OR hold a SecurityX, CCSP, Cloud+, CSSLP, FITSP-D, GDSA, or GSEC certification.</li></ul></li><li>Must qualify as DCWF 802 IT Project Manager โ€“ Intermediate:<ul><li>Bachelors in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering.</li><li>OR hold a SecurityX, DAWIA PM Practitioner, GSEC, or Security+ certification.</li></ul></li><li>Minimum ten years of IT experience, with at least five years in a leadership or supervisory role.</li><li>Experience working with or for government agencies or in a DoD government contracting environment.</li><li>Strong understanding of systems engineering, project management, and lifecycle development.</li><li>Demonstrated leadership and interpersonal skills.</li><li>Able to communicate effectively, verbally and in writing.</li><li>Customer-service oriented with a willingness to participate and assist.</li><li>Comprehensive knowledge of the principles, methods, and techniques used in IT solutions implementation, administration, troubleshooting and support.</li></ul><p><strong>Preferred Qualifications</strong></p><ul><li>Project Management Professional Certification.</li><li>CISSP certification.</li><li>Well-versed in Department of Defense (DoD) protocols, procedures and regulations.</li><li>Five or more years of experience supporting Mission Partner Environment Engineering, Projects or Operations and Maintenance (O&amp;M).</li><li>Experience in ITIL framework and ITIL best practices.</li></ul>
